The difference between improving and building is common in surveys because improving tends to be less expensive than building. However, one would think, given this common reasoning, EmX would have received greater support.

The natural division again is between Republicans and non-Republicans. Republicans are much more supportive of expanding the Urban Growth Boundary. Not much of a surprise.
The geographic division among non-Republicans should not be much of a surprise either. Non-Republicans in Wards 4, 5, 6, and 8 (North and West Eugene) support expansion by 48% to 34%.
Non-Republicans in Wards 1, 2, 3, and 7 (Central and South Eugene) oppose expansion by 47% to 33%, almost a perfect reversal.
