What to do about West Eugene Transportation?

Eugeneans have a clear order of priorities in west Eugene: improving roads, building new roads, and then EmX.

The difference between improving and building is common in surveys because improving tends to be less expensive than building. However, one would think, given this common reasoning, EmX would have received greater support.

QUESTION:
The Eugene City Council is developing a transportation plan for West Eugene. How important is __________ : very important, somewhat important, somewhat unimportant and very unimportant?
ORDER OF THESE THREE PARTS ASKED IN A RANDOM ORDER THAT VARIED BY RESPONDENT.
1. improving existing roadways?
2. Developing new roads?

METHODOLOGY:
The survey consists of 200 telephone interviews conducted September 26-27, 2011 of likely Eugene General Election voters. The margin of error at the overall sample median is plus or minus 7 percent.
